Here are the links that the Scouts will need to learn Morse Code
2) http://www.g4fon.net/ This gentleman's website has the updated software program for learning using the Koch method. Click on the link on the left labeled "Koch CW Trainer Version 9" to go to the download page.
3) http://www.justlearnmorsecode.com/ This is the software that I use. This gentleman explains the difference between the KOCH method and FARNSWORTH TIMING. Farnsworth Timing is what the ARRL (American Radio Relay League) used to use in their testing for a Ham Radio License before the FCC recently dropped the requirement.
4) http://www.usscouts.org/mb/mb141.asp This is the link to the Historic Signaling Merit Badge program. The original handbook has been scanned as a PDF for downloading. VERY interesting reading. Also, there is a four page PDF file for the modern requirements. Take note of the bottom of page 2. I have the NAVY Blinker Code Lite set coming. I found it on Ebay.
Finally, not one of the requirements but it is discussed in the original handbook, is the subject of Heliography. Heliographs used mirrors to flash light signals like a "wireless" telegraph. The Army had a large network of heliograph stations across southern New Mexico and Arizona ( http://myweb.cableone.net/kd7aoi/map.htm) during the Geronimo Campaign of 1886. Many of these locations are familiar to me as this was my old stomping grounds while stationed out west. Signals could be seen for upwards of 75 miles going peak to peak.
